Solar Panels in Silver Spring, MD: 2026 Cost, Pepco Net Metering & Savings
Short answer
Silver Spring is served mainly by Pepco. The 2025 EIA residential average for Maryland was $0.195 per kWh. A rounded solar resource for this metro is about 4.4 peak sun hours a day. Neither number is your tariff or a roof study. Statewide context is on the Maryland solar page.
Silver Spring and the bill
Silver Spring is Pepco. Apartment roofs are rarely the tenant's to contract. Silver Spring has more modest houses than Bethesda and the same Pepco relationship. Bungalows can be good layouts if the roof is sound and unshaded. Multifamily buildings are a large share of the housing and usually not a single-owner project. The resource matches the rest of Montgomery County in our rounded figure. The 2025 EIA residential average for Maryland was 19.53 cents per kWh. That statewide figure is what our calculator uses. It is not the Pepco tariff. A rounded solar resource for this metro is about 4.4 peak sun hours a day.
Export credits and any SREC or REC
Silver Spring follows Maryland's net-metering statute, then the rider of Pepco. House Bill 1532 keeps the current program open only until a successor begins. The Public Service Commission notice says that successor framework is due by February 1, 2027 and the new program begins July 1, 2027, so current net metering closes to new customers by that date at the latest, and a capacity cap can close it sooner. Eligible systems placed in service from July 1, 2024 through January 1, 2028 can apply for Brighter Tomorrow certified SRECs, which count at 1.5 times for a supplier's compliance. On November 4, 2026, Flett Exchange showed a $58.50 sell-now quote for the 2025 and 2026 certified vintages. That quote moves, certification has megawatt caps and a PSC fee, and it is not income you are owed.
Roofs, climate, permits, and HOAs
1920s to 1950s houses, postwar ramblers, and newer infill. Infill roofs are small. Older roofs need an age check before an array. A Silver Spring permit comes from the local building department, not from Pepco. An HOA can add its own review. This page does not quote a MD permit fee or an approval, because both depend on the address. Confirm roof ownership. Name Pepco. Do not blend a commercial meter into a house proposal.
Estimated cost range
Estimated cost range for Silver Spring, labeled as an estimate and not a local quote: Berkeley Lab's August 2026 update put 2025 host-owned residential systems at about $3.60 per watt before incentives, about $3.00 per watt in the cash subset, and about $4.50 per watt in the loan subset. The median size in that set was 7.7 kW. Silver Spring is about 4.4 peak sun hours a day, against about 4.3 statewide. The federal residential credit under 26 U.S.C. § 25D ended for systems placed in service after December 31, 2025. The IRS treats that expenditure as made when the original installation is completed.

Silver Spring questions
Who serves Silver Spring?
Pepco.
Are apartments candidates?
Usually not for the tenant. The owner of the building and the meter has to be the customer.
What export rule should a Silver Spring proposal name?
Name Pepco and the current rider or retail plan. Maryland does not have one price that replaces the document on your bill. This page does not decide eligibility.
Is the Silver Spring cost range a quote?
No. It applies Berkeley Lab's 2025 national medians, about $3.00, $3.60, and $4.50 per watt depending on the cash or loan subset, to illustrate a range. Your roof, the main panel, and the local permit can move it.
Does the federal tax credit apply to a new Silver Spring system in 2026?
The federal residential credit under 26 U.S.C. § 25D ended for systems placed in service after December 31, 2025. The IRS treats that expenditure as made when the original installation is completed.

I'd like to thank Scott Schwarz for taking the time to share Spartan X's personalized residential solar plan with my family and I last week. We were interested in learning more about the opportunity and he did a terrific job of explaining all the details. I really respect and appreciate Scott's courteous down to earth approach. He never made us feel pressured to make a decision right then and there. He was knowledgeable and very willing to listen to, and answer, questions. He's definitely a great Spartan X representative. Thanks again, Scott.
