Solar Panels in Maryland: 2026 Cost, Incentives & Savings

Incentive snapshot: current Maryland net metering closes to new customers by July 1, 2027 at the latest under HB 1532, and eligible Brighter Tomorrow SRECs carried a 1.5x compliance value, with a broker sell-now quote of $58.50 on November 4, 2026. Not a promise you qualify or that the quote lasts.

Short answer

Maryland's 2025 EIA residential average was 19.53 cents per kWh. Our calculator uses that statewide figure, not a utility tariff. The rounded statewide sun resource we use elsewhere is 4.3 peak sun hours a day. City pages below name the usual utility.

How to read Maryland

Maryland's 2025 EIA residential average was 19.53 cents per kWh. BGE, Pepco, Potomac Edison, and Delmarva Power split the state. The solar resource is a Mid-Atlantic figure, about 4.3 peak sun hours statewide in our rounded table, not a desert number. Winters are cloudy. Summer afternoons still drive air conditioning.

Utilities

Baltimore Gas and Electric serves Baltimore and much of central Maryland. Pepco serves Montgomery County and Prince George's County, including Rockville, Bethesda, and Silver Spring. Potomac Edison, a FirstEnergy company, serves Frederick and much of western Maryland. Delmarva Power serves much of the Eastern Shore. SMECO serves southern Maryland. A suburb one county over can be a different company.

Export credits and tariffs

Maryland has required net metering for eligible customer-generators, and it has an in-state solar renewable energy credit market tied to the state renewable portfolio. In 2026 the state also set a successor path for export compensation (House Bill 1532) that is scheduled to change how new systems are credited once a cap is reached or by July 1, 2027, whichever the Public Service Commission implements. Spot credit prices move and are not a wage. A proposal must name the current rider and, if it counts credits, show that those credits are contracted rather than hoped for. This site does not promise that any house will receive them. Sources: Maryland Public Service Commission (psc.state.md.us) and the Maryland Energy Administration.

Climate and roofs

Snow is common and usually temporary on a pitched roof. Tree cover in older neighborhoods cuts more production than a tenth of a sun hour. Coastal Anne Arundel and the Shore see more wind than Frederick. Hail is occasional, not a Front Range pattern.

Cities

  • Baltimore

BGE in the city, with rowhouses downtown and detached roofs in the counties.

  • Annapolis

BGE on the Severn, with historic roofs downtown and suburban roofs farther out.

  • Frederick

Potomac Edison, a FirstEnergy utility, not BGE and not Pepco.

  • Rockville

Pepco in Montgomery County, with newer roofs and a high share of two-story houses.

  • Bethesda

Pepco, like Rockville, with tighter lots and more mature trees.

  • Silver Spring

Pepco in eastern Montgomery County, with a mix of bungalows and apartments.

  • Columbia

A planned community on BGE, with village associations and a lot of similar roofs.

  • Towson

BGE in northern Baltimore County, with older shaded lots and newer subdivisions.

Maryland questions

Does the Maryland estimate use BGE's rate?

No. It uses the 2025 EIA statewide average, 19.53 cents per kWh. BGE, Pepco, Potomac Edison, and Delmarva each have their own tariff.

Are solar renewable energy credits guaranteed income?

No. Maryland has a market for them. The price changes, and a system has to be registered. We do not promise a payment.

American Solar Savings researches these numbers and can help you compare installers in our network. We do not install the system.

I'd like to thank Scott Schwarz for taking the time to share Spartan X's personalized residential solar plan with my family and I last week. We were interested in learning more about the opportunity and he did a terrific job of explaining all the details. I really respect and appreciate Scott's courteous down to earth approach. He never made us feel pressured to make a decision right then and there. He was knowledgeable and very willing to listen to, and answer, questions. He's definitely a great Spartan X representative. Thanks again, Scott.
