How to read Iowa
Iowa's 2025 EIA residential average was 13.62 cents per kWh, lower than Illinois, Michigan, or Ohio. The sun figure we use statewide is about 4.3 peak sun hours. A lower rate means each avoided kilowatt-hour is worth less, so the price per watt has to be sharp. MidAmerican Energy and Alliant Energy split most of the state.
Utilities
MidAmerican Energy serves Des Moines, Council Bluffs, and much of western and central Iowa, including parts of the Quad Cities. Alliant Energy, as Interstate Power and Light, serves Cedar Rapids, Iowa City, and much of eastern and northern Iowa. Municipal utilities serve Ames and some other cities. Illinois ComEd and Ameren rules stop at the river.
Export credits and tariffs
Iowa has net metering tariffs at its investor-owned utilities, with caps, annual cash-out, or credit rules that differ by company and rate. MidAmerican and Alliant publish their own riders. Some municipal utilities do too. We do not quote a statewide credit. Iowa does not have an Illinois Shines-style incentive, and an Illinois disclosure form does not apply on the Iowa side of the Quad Cities. Climate and roofs
Winters are cold and snowy. Summer production carries the year. Hail and straight-line wind show up often enough that roof age belongs in the first meeting. A steep south roof sheds snow. A low-tilt roof holds it.
Cities
- Des Moines
MidAmerican in the capital, with suburban roofs and a moderate resource.
- Cedar Rapids
Alliant Energy in eastern Iowa, not MidAmerican.
- Davenport
MidAmerican on the Iowa side of the Quad Cities. Illinois is across the river.
- Iowa City
Alliant in a university city, with rental housing that is not the tenant's roof.
- Ames
A municipal electric utility, not MidAmerican and not Alliant.
- Waterloo
Alliant in northeast Iowa, with a slightly lower rounded resource than Des Moines.
- Sioux City
MidAmerican at the Nebraska and South Dakota line, with a slightly stronger rounded resource.
- Council Bluffs
MidAmerican on the Iowa side of Omaha. Nebraska is across the river.
Iowa questions
Does a lower electric rate make solar a bad idea?
It makes the price harder. 13.62 cents is the 2025 state average. A fair installed price can still offset a large bill. A high financed price often will not.
Can an Iowa roof use Illinois Shines?
No. That program is Illinois. Davenport and Rock Island are different states.

I'd like to thank Scott Schwarz for taking the time to share Spartan X's personalized residential solar plan with my family and I last week. We were interested in learning more about the opportunity and he did a terrific job of explaining all the details. I really respect and appreciate Scott's courteous down to earth approach. He never made us feel pressured to make a decision right then and there. He was knowledgeable and very willing to listen to, and answer, questions. He's definitely a great Spartan X representative. Thanks again, Scott.
