California
Solar Panels in Riverside, CA: 2026 Cost, Riverside Public Utiliti Net Metering & Savings
Short answer
Riverside is served mainly by Riverside Public Utilities in the city; Southern California Edison outside it. The 2025 EIA residential average for California was $0.314 per kWh. A rounded solar resource for this metro is about 5.7 peak sun hours a day. Neither number is your tariff or a roof study. Statewide context is on the California solar page.
Riverside and the bill
Riverside Public Utilities serves the city. SCE serves much of the surrounding Inland Empire. The two tariffs are not substitutes. Riverside is hot, sunny, and split by utility. Inland Empire cooling bills are large. New systems on SCE are in net billing. The municipal utility has its own schedule. Summer module temperatures are high. A west roof can line up with late-day cooling if the rate rewards it. Confirm that before you pay extra for a layout that fights the roof. The 2025 EIA residential average for California was 31.35 cents per kWh. That statewide figure is what our calculator uses. It is not the Riverside Public Utiliti tariff. A rounded solar resource for this metro is about 5.7 peak sun hours a day.
Export credits and any SREC or REC
Riverside is on a municipal utility, not on PG&E's net billing tariff. SMUD and Riverside Public Utilities publish their own export rules. New PG&E, SCE, and SDG&E interconnections elsewhere in California use the net billing tariff, with export value often far below retail and dependent on the hour. Do not paste that investor-owned schedule onto a municipal bill, and do not paste a municipal credit onto an SCE address in the same metro. This page does not quote either rate.
Roofs, climate, permits, and HOAs
Tract homes with concrete tile are common. Tile raises labor cost relative to a shingle roof in Fresno. HOAs are frequent and usually have a solar process rather than a true veto. Start that process early. A Riverside permit comes from the local building department, not from Riverside Public Utiliti. An HOA can add its own review. This page does not quote a CA permit fee or an approval, because both depend on the address. Write the utility name on the bid. Ask for the export assumption that matches that utility. Compare cash prices on the same system size.
Estimated cost range
Estimated cost range for Riverside, labeled as an estimate and not a local quote: Berkeley Lab's August 2026 update put 2025 host-owned residential systems at about $3.60 per watt before incentives, about $3.00 per watt in the cash subset, and about $4.50 per watt in the loan subset. The median size in that set was 7.7 kW. Riverside is about 5.7 peak sun hours a day, against about 5.5 statewide. The federal residential credit under 26 U.S.C. § 25D ended for systems placed in service after December 31, 2025. The IRS treats that expenditure as made when the original installation is completed.

Riverside questions
Is Riverside on SCE?
The city utility serves many city addresses. SCE serves much of the surrounding area. Read the bill.
Does Inland Empire heat change the design?
It should show up as a temperature loss in the production model and as a large cooling bill in the savings model.
What export rule should a Riverside proposal name?
Name Riverside Public Utiliti and the current rider or retail plan. California does not have one price that replaces the document on your bill. This page does not decide eligibility.
Is the Riverside cost range a quote?
No. It applies Berkeley Lab's 2025 national medians, about $3.00, $3.60, and $4.50 per watt depending on the cash or loan subset, to illustrate a range. Your roof, the main panel, and the local permit can move it.
Does the federal tax credit apply to a new Riverside system in 2026?
The federal residential credit under 26 U.S.C. § 25D ended for systems placed in service after December 31, 2025. The IRS treats that expenditure as made when the original installation is completed.
