Solar Panels in Los Angeles, CA: 2026 Cost, LADWP in much of the cit Net Metering & Savings
Short answer
Los Angeles is served mainly by LADWP in much of the city; Southern California Edison in much of the county. The 2025 EIA residential average for California was $0.314 per kWh. A rounded solar resource for this metro is about 5.5 peak sun hours a day. Neither number is your tariff or a roof study. Statewide context is on the California solar page.
Los Angeles and the bill
Los Angeles Department of Water and Power serves much of the city. SCE serves large parts of the county. A proposal written for the wrong one is not a small error. Los Angeles is a high-rate, good-resource market where the utility boundary changes the paperwork more than the weather does. Coastal neighborhoods see more marine layer than the San Fernando Valley. Valley heat lowers module efficiency on summer afternoons, which is also when the house wants air conditioning. Export value under net billing is a weak way to justify a huge array. Self-consumption and, for some houses, a battery are the local design conversation. The 2025 EIA residential average for California was 31.35 cents per kWh. That statewide figure is what our calculator uses. It is not the LADWP in much of the cit tariff. A rounded solar resource for this metro is about 5.5 peak sun hours a day.
Export credits and any SREC or REC
Los Angeles splits the paperwork. LADWP serves much of the city. Southern California Edison serves much of the county. LADWP's municipal rules are not SCE's net billing tariff. For new interconnections at SCE, PG&E, and SDG&E, California's net billing tariff pays exports on an avoided-cost basis that changes by hour, not at the full retail rate. There is no single homeowner SREC price to quote for Los Angeles. A proposal that credits every midday export at the full retail rate is using the wrong document for a new investor-owned interconnection.
Roofs, climate, permits, and HOAs
Roofs range from bungalow composition shingles to tile and low-slope additions. Hillside homes can have shade from the slope itself. Multifamily buildings are a large share of the city and are rarely a simple single-meter project. A Los Angeles permit comes from the local building department, not from LADWP in much of the cit. An HOA can add its own review. This page does not quote a CA permit fee or an approval, because both depend on the address. Name LADWP or SCE on the first page of the bid. Ask which export tariff applies to a new system. If the savings chart uses full retail credit for exports, ask for a second chart.
Estimated cost range
Estimated cost range for Los Angeles, labeled as an estimate and not a local quote: Berkeley Lab's August 2026 update put 2025 host-owned residential systems at about $3.60 per watt before incentives, about $3.00 per watt in the cash subset, and about $4.50 per watt in the loan subset. The median size in that set was 7.7 kW. Los Angeles is about 5.5 peak sun hours a day, against about 5.5 statewide. The federal residential credit under 26 U.S.C. § 25D ended for systems placed in service after December 31, 2025. The IRS treats that expenditure as made when the original installation is completed.

Los Angeles questions
Is all of Los Angeles on LADWP?
No. Much of the city is LADWP. Much of the county is SCE. Read the bill.
Should I assume full retail credit for exports?
Not for a new system. California's net billing tariff is an avoided-cost structure. Confirm the current schedule.
What export rule should a Los Angeles proposal name?
Name LADWP in much of the cit and the current rider or retail plan. California does not have one price that replaces the document on your bill. This page does not decide eligibility.
Is the Los Angeles cost range a quote?
No. It applies Berkeley Lab's 2025 national medians, about $3.00, $3.60, and $4.50 per watt depending on the cash or loan subset, to illustrate a range. Your roof, the main panel, and the local permit can move it.
Does the federal tax credit apply to a new Los Angeles system in 2026?
The federal residential credit under 26 U.S.C. § 25D ended for systems placed in service after December 31, 2025. The IRS treats that expenditure as made when the original installation is completed.
