Virginia
Solar Panels in Chesapeake, VA: 2026 Cost, Dominion Energy Virginia Net Metering & Savings
Short answer
Chesapeake is served mainly by Dominion Energy Virginia. The 2025 EIA residential average for Virginia was $0.153 per kWh. A rounded solar resource for this metro is about 4.7 peak sun hours a day. Neither number is your tariff or a roof study. Statewide context is on the Virginia solar page.
Chesapeake and the bill
Chesapeake is Dominion. Permits are the city's, not Norfolk's and not Virginia Beach's. Chesapeake is the suburban roof version of Hampton Roads. More detached houses, fewer zero-lot constraints, the same Dominion schedule and the same coastal wind question. The resource matches Norfolk in our table. HOAs are common in newer sections. The 2025 EIA residential average for Virginia was 15.28 cents per kWh. That statewide figure is what our calculator uses. It is not the Dominion Energy Virginia tariff. A rounded solar resource for this metro is about 4.7 peak sun hours a day.
Export credits and any SREC or REC
Dominion Energy Virginia is the usual utility for Chesapeake. Net metering is Dominion's schedule, not a permanent statewide statute frozen in a sales chart. Appalachian Power, which serves Roanoke and much of the southwest, is a different company. Virginia certificates can be created, and ownership should be written into the contract rather than assumed. No certificate price is quoted here because it moves.
Roofs, climate, permits, and HOAs
Production homes and some rural southern-city lots that are more open. Roof planes are often simpler than Norfolk's older blocks. A Chesapeake permit comes from the local building department, not from Dominion Energy Virginia. An HOA can add its own review. This page does not quote a VA permit fee or an approval, because both depend on the address. Use Dominion's current schedule. Start HOA review early. Do not treat a rural lot and a subdivision as the same wind exposure without looking.
Estimated cost range
Estimated cost range for Chesapeake, labeled as an estimate and not a local quote: Berkeley Lab's August 2026 update put 2025 host-owned residential systems at about $3.60 per watt before incentives, about $3.00 per watt in the cash subset, and about $4.50 per watt in the loan subset. The median size in that set was 7.7 kW. Chesapeake is about 4.7 peak sun hours a day, against about 4.5 statewide. The federal residential credit under 26 U.S.C. § 25D ended for systems placed in service after December 31, 2025. The IRS treats that expenditure as made when the original installation is completed.

Chesapeake questions
Same utility as Norfolk?
Typically Dominion. The permit office is Chesapeake's.
Same sun as Virginia Beach?
Our rounded figure is about 4.7 for both.
What export rule should a Chesapeake proposal name?
Name Dominion Energy Virginia and the current rider or retail plan. Virginia does not have one price that replaces the document on your bill. This page does not decide eligibility.
Is the Chesapeake cost range a quote?
No. It applies Berkeley Lab's 2025 national medians, about $3.00, $3.60, and $4.50 per watt depending on the cash or loan subset, to illustrate a range. Your roof, the main panel, and the local permit can move it.
Does the federal tax credit apply to a new Chesapeake system in 2026?
The federal residential credit under 26 U.S.C. § 25D ended for systems placed in service after December 31, 2025. The IRS treats that expenditure as made when the original installation is completed.

I'd like to thank Scott Schwarz for taking the time to share Spartan X's personalized residential solar plan with my family and I last week. We were interested in learning more about the opportunity and he did a terrific job of explaining all the details. I really respect and appreciate Scott's courteous down to earth approach. He never made us feel pressured to make a decision right then and there. He was knowledgeable and very willing to listen to, and answer, questions. He's definitely a great Spartan X representative. Thanks again, Scott.
