Solar in Virginia and Dominion net metering
American Solar Savings Editors · Published 2026-10-28 · Updated 2026-11-04
Dominion Energy Virginia serves most of the addresses people mean by Virginia Beach, Norfolk, Richmond, Arlington, and Alexandria. Its net metering schedule for eligible residential customer-generators is the document that says how exports are credited, what cap applies, and which fees remain. The Virginia State Corporation Commission has a public record on changes Dominion has proposed. Use the current schedule and the order the installer cites. Do not treat a blog summary as the tariff.
What to ask the installer to show
The schedule name. Whether credits expire. Which charges are not credited. Who owns the renewable energy credits if the system is certified. A proposal that is silent on those points is not ready. We do not promise one-for-one credit forever, and we do not quote a credit price.
Not every Virginia address is Dominion
Roanoke is typically Appalachian Power. Cooperatives and NOVEC serve other pockets. A Dominion net metering sheet on an Appalachian Power bill is the wrong state, practically speaking.
The estimate
The 2025 EIA residential average for Virginia was 15.28 cents per kWh. Our estimate uses that average. Coastal wind in Hampton Roads and tree shade in Northern Virginia are site issues the average cannot see. City notes for Virginia Beach, Richmond, and Arlington separate those cases.
